Try looking in the start button under programs/accessories it should be
there.  Or look in Windows Explorer in your C:/Windows directory for
Charmap.exe or search for Charmap.exe.  If you can't find it, then it's
probably not installed.  In that case, just pop in your Win95 CD and
install it.
