Anyway, who's gonna know?  I highly doubt that the FCC could detect a
signal from wherever they're based, if it was only powerful enough to
broadcast through, say, the area of a school building or smallish
college campus.  Even if they could, it would be so weak, they'd
probably just figure it was interference from the high-power lines or
something.

Isn't there some way you can 'claim' a frequency, with a single fee to
the FCC, that allows any and all to use that frequency for a
predetermined purpose?
