Specifically:     ftp.ti.com/pub/graph-ti/calc-apps/92/math
and look for base...
The README lists most of the programs and what they do.

If you add a TI-92+ accessory to it, you get those conversions plus a whole lot more. Costs around $75 and plugs into the back of your 92. Or go $170 and get a TI-92+ (Its a 92 with the 'plus' build in, a better screen, keyboard symbols that match some of the new functions, ...)

2)      Write a program for this.
