$4 Serial Link won't work

I built the $4 Serial Link and it starts up fine the voltage on the
middle and tip are -.7v as they are supposed to be, but when I start a
link program (QLink85 and CAL) the voltage never jumps to 4v, it just
stays at -.7v.  What is wrong?  I already checked all my connections
and resistances check out.  I'm getting frustrated with this thing.
Any help will be greatly appreciated.
