You could do it in any decent language.  The language is not generally
the limiting factor.

Oh. I wasn't aware of that; I have a TI-85.  Still, you couldn't, without
an enormous kludge, truly emulate a network device, but, if what you say
is correct, you could do an explorer-ish interface.
