Wrong. ANYTHING ANYBODY creates is copyrighted by default. It doesn't have
to go through any commitee, group, person, or anything. It doesn't even need
the (C) symbol, although it helps.

It sure could be illegal, if the authors don't want the programs distributed
that way. You can't distribute anything if the authors don't consent.
