"Doing the old chip swap" wouldn't do a thing for your speed.  It'll 
change the rating of the chip, but without increasing the clock speed 
it wouldn't go any faster.  Just as the 16 MHz chip runs at 10, so 
would a 20MHz or greater run at 10 as well unless a clock was 
adjusted.  I think.
