The normal line can send you the 53K of data without fcc regulation, if you
only have a 33.6 your modem will in essence work with the router in the isp
side to not overload you.

how could you achieve above 33.6kbps computer to computer anyway?  isn't
there some kind of special wire on the isp's side that allows for 56k? (or
53k)
