Thats what I mean, really.  It would come with basic built in support --
the common file format and stuff -- but instead of running an entire shell
like Doors you would run smaller plug-ins for stuff like "compression,
memory protection, and emulation."  Someone would have to write a white
paper on the form, and what sort of steps would have to be taken to prevent
crashes.  If things like Doors were rewrote for this format you could
install whatever you wanted on your system.  Conflicts still may result,
but that would be more the users fault unless people wrote plug-ins that
did several different things.  It would still be the user's responcibility
to not install two plug-ins that do the same thing, maybe a program like
Mac's Extensions Manager could help by disabling stuff you don't want
without deleteing it.
This way, an OS would be rewritten into various functions that all worked
under the main system.  You may have a general file system plug-in, a
compression plug-in, and an additional memory plug-in.  The shell would run
regular 68k assembly, maybe fargo, Doors, or PlusShell with the right
plug-ins.
Though it would be a pain to re-write current shells as a number of
plug-ins, it would create a more dynamic and powerful system, and be better
for the end user.
