It has been my plan for a long time to update TI-ROM.TXT, but I have not
had the time yet (too many TI82 things to do). When I update the file I
will annouce it on the list so you can put it on ticalc.org.

The TI-R?M.TXT files where created by Dan Eble, after a while Rob Taylor
took over, and for some time I have been the one maintaining them. (As you
might know neither Dan or Rob are working on the TI85 any more). The
reason that there names are mentioned is that some parts of the docs is
their work.
