You don't need a valid US address, just a valid zip code. Try this one,

I agree.. It took me a long time before I managed to download the SDK, I
think you can only download it if you choose the United States as country...
Infact the whole thing is so much more complete...
Only downside to this is that you have to give it a valid US address for
billing and reciept or whatever... if you want me to mail it just drop me a
note.. and be prepared the zip file is 3MB and over !!!
