The devpac83 / devpac8x utilities do not work with NT or Win2k, or any
operating system other than DOS / Win95. And the author decided not to
release the source. So, use Bin2Var. The version on ticalc.org is a
compiled Win32 binary, but there is source and it should compile on Linux,
FreeBSD or whatever else you use (no idea if it's portable to a non 32-bit
architecture).
(I had the exact same problem you had, so I wrote Bin2Var)
