i'm not quite sure where you're going with the capacitors, but higher voltage does cause higher clock speeds. your computer uses a quartz crystal just like a watch does, and by applying a voltage, it causes the crystal to bend back and forth, the more voltage you apply to it, the faster it vibrates, therefore causeing a higher clock speed
