The way you'd do something like that is patch an existing shell that
handles vat routines itself.  Then tell the code that there is more than
28k.  The expansion has to be done at a higher level, meaning only special
programs written for a shell would work.

If a shell handles memory routines on its own, when the shell is patched,
programs that earlier would run fine would also run now without problems.
