I can't help but notice you think you are right...

Which you aren't.  Yes, you can get fined for having the rom to a calc that
you do not own.  If you buy a calc, you are buying the rom, not just the
calc.  If the rom is freely distributable, then TI isn't selling much of
anything.  Why would someone want a calc rom if they don't own the calc?
Well, lets see...

1) They want to be able to play those neat-o games that they've been
seeing, but don't wan to buy the calc

2) They have an 8x, but they want to pay some of those 92 games just for fun.

Yes, people do that.  And yes, it is illegal.  And yes, you can be fined.
