Hi!

As many non-Windows users start flaming on me because I
released the TIGCC documentation in CHM format, I just
uploaded a slightly upgraded release TIGCCLIB 2.21 which
contains the documentation in both CHM and HTML (for 
non-Windows users) format. Other minor modifications 
includes slight fixes in the documentation, and much
better organized Frequently Asked Questions list (thanks
to James Darpinian for helping me to organize it).
