yeah, the rom always uses those spaces, i have a var copy routine that
uses $4000... for the vat and $8000... as data tho if anyone is
interested.  i'm not 100% positive that it works, but i'm pretty sure it
does.  if the rom were to use $4000... as ram then all the code that did
this would have to be on page 0 and would have to switch the proper rom
page back in afterwards.
