X10 signals don't usually make it through power transformers.  The
signal on the line is a 1mS 100kHz burst.  Most installations
require a bridge in the circuit breaker box to get X10 signals
from one leg of a 110 branch to the other.

Power companies do have alternatives for reading meters, some
fully remote, some just short-range wireless (i.e., power company
truck just drives down the road to read the meters of everyone
on each side of the street).

Generally speaking, if a power company is not using one, they
simply don't have the money to install it, can't justify the
cost of installing it, or just haven't gotten around to doing it.
