well you can get a good variac for around $75.00.  maybe less if you
shop around at a hamfest.  the one that i have for testing of Tube
receivers i bought from surplus sales of nebraska for around $100.00. 
you may want to check with them and see what they have. there website is
www.surplussales.com.

but for just a EL panel you can use a simple 9 volt battery and a 386
with a 8 ohm to 1000 ohm transformer.  this allows you the very the
freq. and the amplitude.  

the article i cited describes such a circuit.
