TI-H: Windows CE / Velo link

OK, the usual "this is my first posting here" stuff goes here.

Hello everybody,
I was wondering if there was anybody working on a link cable and software
for Windows CE Handheld/PCs. I use a Philips Velo 500 16MB
(http://velo.philips.com) and a TI-86. The Velo has a serial port which is
used to connect to PCs for synchronization of contacts, appointments, files,
etc. Since there is no room on it for a standard 9-pin serial connector,
there is a special wire adapter when hooking it up to PCs. How exactly the
serial port works in terms of the Windows CE API (which is a subset of
Win32, though it has extras for special HPC features) I am not sure. The
problem is that you need the Windows CE Toolkit (for Visual C++, VB, or VJ)
in order to write software for the CPUs the HPCs use, and it costs $200 from
Microsoft. The Velo 500 uses a MIPS R4000 CPU, other vendors use the Hitachi
SH3 CPU, and there are other less popular CPUs.
Anyway, has anybody been working on such a product? Anybody even
interested?
