TIB: NOT a TI-86 bug

No, there is no "bug" in the 86 when you do 6U/3m as opposed to 6E-3/3E-6.  You should already know that the first works itself like this:  ((6U)/3)*m.  Mathematical preference.  but 6E-3 and 3E-6 are not broken down into 6*10^(-3) and 3*10^(-6) although that is what they are mathematically equivalent to.  When you use E you are telling the calc that "The numbers before this are abbreviated into scientific notation."  In other words, 3E-6 are considered one number, merely an abbreviation for .000003.  It does not "translate" into 6*10^(-3)/3*10^(-6), which would then take the order of ((6*(10^(-3)))/3)*(10^(-6)), giving you 2E-9.  I appologize that this post goes a little lengthy.
