No, that's ALPHA-lock on the 83.  The 83 does not let you access
lowercase directly because it is used in the program editor and
homescreen as the tokens for different things (the program
editor detokenizes only to the text screen (not even the part
of the program that's on the text screen gets detokenized),
unlike the 85/86 which detokenize the program).  If you want
to display lowercase, you can display commands like Disp
overlapping such that they print out what you want, but that
is very memory consuming and only works for displaying.
