I've checked through the site, and I haven't
experienced any problems with the downloads. The server probably just
"hiccuped" and the e-mail you got from TI was an auto-reply, set up to
automatically notify someone of changes and other common questions asked.
Anyway, if you still can't seem to access the downloads, you might want to see
if ticalc.org has what you're looking for.
