I was having the exact same problem with the TI-83.  I have rom83 on the
calculator, I had my Graph-Link hooked up, and I would be running romdump on
the computer.  I got 99% of the rom like 5 times.  It was so annoying.  Then
I found an older version of the rom83 prog for the calculator and it worked
perfectly.  Maybe the new version is the problem.  I don't know.
