No, a true ROM cannot be rewritten.  the code is designed into the chip
itself.  PROM, EPROM or EEPROM can be rewritten but a real ROM comes from
manufacturing hardwired with its program.

Remember, the Flash rom in the newer TI's?  Or the older
>style PROMS which are erased with UV light shined in through a window,

They are NOT ROMS.
