The calculator evaluates the ^ before the number. When you type -28^2,
you are telling the calculator to do -(28^2). If you want to raise a
negative number to some power, use parentheses: (-28)^2.

look at page 492: EOS (Equation Operating System) Hierarchy. The next
page explicitly mentions the "error" you found.
