I know two persons who have got a TI 92 Rom 2.1:
The one bought the upgrade (around 450 French Francs : 70-80 Dollars)
The other bought the calculator : it is the same price than the upgrade
plus the calculator (around 1850 FF : 320 $)
I will buy the upgrade for my calculator soon.
I think that it's better buying the upgrade after for two reasons :
        -It is the same price
        -Fargo doesn't work on Rom 2.1 (it can change)

I told you what i knew about Rom 2.1, i hope it answers your questions.
