Yes, they are true and false.  ST will set the byte always, and
SF clears it always.  This can be confusing with DBF and DBT.
Since the DBcc condition is the condition for termination, DBF
will loop back always (unless the counter is -1), and DBT will
never loop (it only decrements the counter).
