What do you mean with a "TSR"? Something equivalent to Terminate, Stay 
Resident in old DOS on PC:s?
What exactly is it you do on a HW1 Ti89 that does not work on a HW2 Ti89?
There is a number of possible ways to implement something equivalent to
DOS TSR:s on a TI89.
It sounds very unlikly that it should be impossible on a HW2 TI89. 
(example: DoorsOS)
Probably it is just that way you try to do it, that isn't possible on the HW2.
