Like someone else said, watch your router itself.  If you truly are only using 64k and not bursting to 128k, you should only be able to get around 6-7k in the browser.  On my router, I can watch the actual throughput and no matter what the browser says, it never goes over its max.  Some routers can go faster than others, but not significantly so.

on my 64k isdn I can sustain 11.5k for hours by simply setting getright to
dnload 8 files from the same server.
