WinCE itself doesn't have anything to do with DOS.  In fact, MS chose not to
even include a prompt-like shell equivilant into WinCE.

The main reason behind this is that typing commands really doesn't make any
sense, given the size of the keyboards on most H/PCs.  But don't give up
hope yet.  There has been a DOS emu made for WinCE H/PCs.
