This still doesn't prove that "distributing the ROM image for __programming
research__" isn't legal.  You are talking about just general use of the
ROM.  I am talking about research of various types.  You also can't
research MS Office at the programming level since it only has a specific
set of purposes already researched.  ROM images are different in this sense
and are legal to distribute according to my previously defined reasons on
"programming research".

All I have left to say is:  Prove it.
