Some libraries just plain aren't used by _any_ programs, so why have them 
(e.g. the interrupt driven mouse).  And as to calling the libraries by 
their names, that would take up too much space.  Each program calling a 
library would need to store the name of the library or libraries which it 
called, and calling them would require more space/time.  This would drop 
large amounts of mem, and would effectively remove any potential savings 
libraries might create.
