A TRANSMIT program would transmit a program and automatically all the 
libraries that go with it (or more precisely, shell fragments and libraries)

I may have missed the original message, but what exactly is this TRANSMIT 
program you speak of?  What is
supposed to accomplish?  Thanx for the help.
