First, try post this question to Ti-Hardware instead, it is specialized 
for this kind of things.
Second. You shouldn' t even think about driving anything from the link 
port, else then maybe a led.
probably not even that :)
The voltages are compatible with both TTL and CMOS logic, so I guess 
they are somewhere between 3 and 5 volts for high and about 0 volts for low.
Canät check now since I have no ti83, and my 89 is out of batteries.
On the 89, writing a 1 on the link port means setting the line to low (0 
V). I think its the same on the 83, but I don't know.
there are some projects out there, try google a bit and see how they did it.

I anyway recommend external power for anything taking more then 1 mA or so.
You could also solder in an extra plug in your calc for external 
devices, that is wired directly to your batteries. That would be neet.
