Well, the simplest formula I think is

PI = 4 * ( 1/1 - 1/3 + 1/5 - 1/7 + ...)

An ISP provides you with all the equipment necessary to connect to the
internet.
(routers, dns-servers, (dhcp, proxy-servers, mail-servers,...)) Buying stuff
like that is a bit expensive for a moderate home PC user.
