1) It may be faster in terms of clock cycles (though I didn't think it was),
but the TI-83 Plus (dunno about the TI-83) seems to be generally faster than
the TI-82, so the real-life difference is probably insignificant.  It seems
quite possible that the CPU execution speed is minutely faster on the 83
Plus, which is why screen copy routines have had to be slowed down slightly
for it.

2) Joe has spent a long time getting fastcopy timed perfectly for the TI-83
and TI-83 Plus.  Whenever a slight modification of the hardware comes out,
fastcopy is often too fast for it and has to be slowed down a touch.  So the
answer is "no", it would not be advantageous to port crash's screen copy
routine.
