You can probably run the DOS assembly tools under Linux using DOSEmu. I
never tried this with anything specifically for MirageOS, but I did find
that the standard TI-85 and TI-86 building tools worked well under DOSEmu.
Of course, you'll need to make sure you have a "real" DOS program, and not
a Windows console program.
Virtual TI can be run under wine also, though it doesn't work quite as
well there as under Windows (in particular, interaction with the GUI has
much worse performance).
