Well, I'm not sure if you've tried this or not, but I remember my calc did 
something similar and I managed to get it stopped.  I think the way I did 
it was to hold down Clear while replacing the batteries and then keeping it 
down while hitting On.  I'm not totally sure, though, but I know it talks 
about that in the very back of the 83+ manual, like appendix B I think.  If 
you've already tried that, then I haven't got a clue.  Sorry.
