Just my two cents...

Imagine the thing you do to speed up the CPU, the switching the 
capacitor thing.  Even more factors.  So the clock wouldn't be too 
effective, you'd practically have to reset it every now and then.  
Kind of defeats the purpose of having a clock huh?
