Sure, its a pretty simple LC resonator. I expect the difficult part
is tuning two of them to the same frequency, particularly without a
high bandwidth scope or frequency counter.
I personally would save the time trying to design one, spend $20
to get ming TX and RX modules and copy them.
I dont' know of any plans.
