Thats not the point, everyone in the world needs to run the tests for a
long time.  Its just like a food chain.  If a 3rd world country falls out,
car production lines might stop.

If a terrorist bombs the AK pipeline, we have even more problems...even if
the powerplant can take dates correctly.
