You can actually, the EMPEG is an in-dash linux box that plays MP3's.

As for hacking your own hardware to do this, there are lots of options. Its
easiest if you have lots of money to spend on the project of course, but
thats not strictly necessary.  One scheme I read about involved using a
Pentium motherboard with APM and plenty of RAM, a CDROM that supported
booting from the CD (although you could boot from a floppy too), and some
custom software to handle playing MP3s on the CD and putting the computer
into suspend mode when the car was turned off.

On boot-up a large ramdisk was created to cache songs so that jolts to the
cd would not be a problem.  In this case there was no floppy, the system
booted directly from the CDROM, but you could keep your main system on
floppy and just keep the MP3's on the CD, which would make it easier to
switch out MP3 collections.
