Right. Flash ROM is a special type which can be erased almost instantly
when it is given the "erase" command. EEPROM works similarly, but
performs more slowly. So yes, it would in theory be possible for a user to
mess up the flash rom in a device if the user was able to run any program
without any supervision from the device's firmware (ie like a virus
protection for the calc).
