with the soldiering,

why don't you just soldier a wire onto the chip,
and then soldier a piece of wire sideways to it.

so that it looks like this:

chip 

then you'd have plenty of space for 28 soldiers!!!!
(depending on the wire's length)

Thats what I was thinking..but you would have to solder 28 wires to the 
PCB,
and that is really impracticle.  Also, you would have to have a backup 
battery
on the memory cartriges.
