Since this is a hardware list I will assume that
by activate you mean to signal the calc, not use
the calc to change the state of the wire.

To send a signal to the calc you would pull one
of the signal wires to ground.  The calculator
responds by pulling the other wire to ground
(assuming TI protocol).

There are documents at www.ticalc.org that detail
the protocol if you are intrested.

Yes, they are both inactive high.

That would depend on your transistor of course.
Use an ammeter to short a signal wire to ground
and read the current, I'd guess a couple of mA,
more than enough for a typical transistor.
