I have started learning ASM, and I think I'm doing well.
But, actually, you DON'T need a special viewer for it.
You can type the whole program in notepad. (that's what I do)

Then you need TASM, which compiles it into a 83p program.
So, you can't view or edit an 83p assembly program, unless
you have the source code. Fortunately, sources are all over
the net.

Btw, if you want to learn ASM, I recommend reading the
  TI-83 Assembly Logs (by Phil Killewald)
  and then the ASM Guru (by James Matthews)
