i use c++, visual or dos should work for what you want.  they're both really
good for just about anything.  you should be able to understand vb before
you start on c, a lot of stuff's similiar.

c gives you a lot more control than vb but enough to hang yourself with.
you can get into jams and possibly crash stuff with a direct memory access c
compiler.

if you want to get a free one, use an aol account and go to a server room
such as "aol://2719:2-2-server1".  it will take all night to download
probably.  i wouldn't recommend getting the latest version.  that would make
it user friendly but you need to really use one of the earlier versions to
get good at it, then use the later versions to add more graphics and speed.
