Could be that the port is improperly initialised? Try starting the link
software before you connect the calc.
or
The plug might not fit your calc properly; compare it with the calc-to-calc
plug it might be different at the tip.

I don't know about the LEDs, but the dos program Cal shows when T/R'ing and
it tests your link cable as well.
