Not exactly true.  If they happen at different locations
that are not moving at different speeds from each other
and are both experiencing equal gravitational pulls from
whatever bodies might be around them, time will be the
same.  It's when you vary speed and acceleration that
your clock warps (gravity is an acceleration).
